Could you please advise if I have 2 devices M390, one of them is already fully configured, now we have a passive device for the cluster, is it possible to set up the cluster? Or should both devices be in default state or the configuration should be the same?"

Only the new device needs to be reset, the existing device can be left as-is aside from running the cluster setup there.
I would suggest the documentation here as the best place to start.
