Yes I have reviewed these. But at the moment I have the problem that we use manual BOVPN and now there are no tunnels left. Now my question is with Virtual Interfaces possible to define unlimited BOVPN connections?
I doubt that the license limitations on BOVPN tunnel counts change by switching to virtual BOVPN interfaces.
What is the cause of your issue? Too many sites connecting to a central site ?
Perhaps there is a different connection strategy to address this.

Yes exactly that is the problem. Why are you doubt that the license limitations on BOVPN tunnel counts change by switching to virtual interfaces?
Because, from a revenue perspective, I see no reason for WG to allow more BOVPNs in total - whether the are all virtual, all regular, or a combo of both.
Since no one from WG has commented on this yet, consider opening a support incident on this -
1) to get an answer to this question, and
2) to get ideas as to how to resolve your out of BOVPNs issue - which could be as easy as a redesign of your current BOVPNs - perhaps supersetting would be a solution
