There's not really a straight answer, but I would suggest starting with IKEv2 if your client machines support it.

Actually, the answer is in the text, "Mobile VPN with IKEv2 offers the highest level of security. " of the link provided by James. I hope that Waseem is not asking these questions while he is actually sitting the exam!
However, I would suggest that the answer is "2", because I can't see IKEv1 being secure these days..
