The answer probably is in the training materials for the test that Waseem appears to be taking.

Actually, the answer is in the text, "Mobile VPN with IKEv2 offers the highest level of security. " of the link provided by James. I hope that Waseem is not asking these questions while he is actually sitting the exam!
However, I would suggest that the answer is "2", because I can't see IKEv1 being secure these days..
