Is there some other IPSEC client then Shrew Soft and NCP-E?

We don't offer a download for any other client that the WatchGuard/NCP client. We don't offer the ShrewSoft client on our website anymore as it has not been maintained in quite some time, and does not support Windows 10.
The IPSec VPN does work with a few devices that have a built in client.

If you are trying to use IPSec with Windows, I would suggest using the IKEv2 Client, which uses the windows built-in VPN client:

ok I see.
Do you know if the paid version of Shrew Soft is still developed?

As far as I'm aware there hasn't been any update on the ShrewSoft client since 2013 with version 2.2.2. If you want more information on that client, I'd suggest checking out shrew.net.
