policy=Unhandled-Internal-Packet-00 about the output

How should I proceed for the target with the output below?
I need to give permission to go to this IP address.

    The denied packet destination port for is TCP 9999.
    One option is to add a Custom Packet Filter for TCP port 9999.
    Than add that as a policy.
    Decide if you want to only allow port 9999 from the specific source IP addr to the specific dest IP addr, or allow all internal IP addrs and/or to all external IP addrs, and specify the desired vlues on the From: and To: fields of the policy.
