Default outgoing firewall rule

Hello,
we just set up our new M290.
Order 11 is an outgoing rule.
Order 12 =BOVPN allow.out
Order 13= BOVPN-Allow.in
A DNS rule exists. Can I deactivate rule 11, now that the rule sequence is from top to bottom? Thank you RalKre

    If you do, all TCP and UDP outgoing sessions to the Internet will be denied unless there is a policy above it allowing them.
