Performance issue with IKE setup

I have set up two different Mobile IKE VPN connections to see if it is a hardware issue or a isp issue but seem to have similar performance from an M270 and a T-35. around 7Mbs when uploading file from a server. the M270 is on at&t with 50 up and 50 down the T-35 is on a Comcast circuit with 1000 down and 50 up. any ideas where should look as this seems way low for either of these devices.

    What type of file transfer are you doing?
    A Windows file transfer uses SMB, and is very sensitive to latency, and is usually slow over Internet transfers.
    If this is what you are using, try some other file transfer method, such as FTP.
