Disable TLS 1.1 for SSL VPN Users

We're using Fireware OS v 12.5.4.B622768
According to this page
I expected that TLS 1.1 would be disabled for our users, but when I use SSLSCAN to scan our remote IP, it reports:

SSL/TLS Protocols:
SSLv2 disabled
SSLv3 disabled
TLSv1.0 disabled
TLSv1.1 enabled
TLSv1.2 enabled
TLSv1.3 enabled

How do I disable TLSv1.1 ?

    There is also the HTTPS access to download the SSLVPN client etc.

    There is this fix in V12.5.5:
    . The Firebox Web Server no longer accepts connections that use TLS 1.1 or lower. [FBX-19392]
