Your firewall needs to have Fireware Pro licensing in order to use SD-WAN. Most currently sold firewalls (with the exception of the T10 and NV5) come with this license.
Some older end of life firewalls such as the XTM510 and XTM25 may not have this license.
You will see Fireware Pro or XTM Pro listed in your feature key if you have it.

The way that I interpret the info shown in the link below is that SD-WAN Routing is included for all WG firewall models, including the T15 & NV5 with their default license as of the Fireware versions specified for those 2 models.

It is included within the basic firewall features, when you have multiple external interfaces defined.
