Change custom Policy

hello,
why i cant change or add new protocol to my custom policy? is this not possible by design?

    You can't directly change or add new protocol on any policy - custom or predefined.

    In WSM Policy Manager, you can modify the Custom template which was used to create the policy, and that will automatically change what is in a policy which uses that template.
