Can my ISP router have the same IP as the firewall?

I'm having trouble setting up a new connection with a new ISP. Their router has the same IP address as the firewall, 192.168.1.1. Is this a network conflict?
After saving that configuration, if I enter a PIN to 192.168.1.1, the firewall doesn't respond.

In Mixed routing mode, you can't have the same subnet on 2 different firewall interfaces.
You either need to switch 1 or the other of the subnets to something else, or choose drop-in mode, which allows the same subnet on external and in internal interfaces.
Do note that drop-in mode has a number of limitations:
