WSM_12_10_4.exe install error - Runtime Error (at -1:0):

I just downloaded WSM_12_10_4.exe and when installing on Windows Server Standard 2019, I get an install error popup:
Runtime Error (at -1:0):
Cannot Import dil:C:)Users\atkinson\AppData\LocalTemp\is-RTK5C.tmp\ssProc.dil.
How can I resolve this?
